France cancels 25.3 million euros of 2026 culture credits by decree, and the Création programme loses 5.8 million
Décret n° 2026-857 of 10 September 2026 cancels credits across the French state budget, and it was published in the Journal Officiel the following day. For the Culture mission the totals are 25,297,507 euros in autorisations d'engagement and 20,226,696 euros in crédits de paiement.
Those are two different measures and they are not interchangeable. Autorisations d'engagement, AE, are the ceiling on what the state may commit to; crédits de paiement, CP, are the cash released inside the year. The 25.3 million figure everyone will quote is the AE number, and the two should never be added together.
Per programme, in AE: Création loses 5,842,959 euros, Patrimoines 12,303,390, Transmission des savoirs et démocratisation de la culture 6,792,206, and Soutien aux politiques du ministère de la Culture 358,952. ARTCENA, relaying the decree on 22 September, rounds the first of those and writes that the Création programme is cut by 5.8 million euros.
The justification, as ARTCENA reads the decree, is preventing a deterioration of the budget balance, with the effects of conflict in the Middle East, blockages in the straits, inflation and debt charges all cited. That is the relay's phrasing of the reasoning rather than a quotation from the text.
Two other numbers landed in the same week, both reaching the sector through ARTCENA. The culture ministry's statistics department published its Baromètre des sorties culturelles for 2025: the share of people in France who went to a live show at least once fell from 49 to 47 percent, and inside that, circus went from 11 percent to 8. Théâtre went from 24 to 20, danse from 14 to 11.
The Observatoire des MJC counted 38 percent of Maisons des jeunes et de la culture running a deficit in 2024, down from 53 percent in 2022. Those are youth and culture centres rather than circus venues, so read them as the state of the buildings that programme amateur practice and local touring, not as a circus figure. The Observatoire flags the financial pressure ahead of the 2027 municipal budget votes alongside the political pressure from recent changes of local majority.
The decree is the only one of the three that is a decision rather than a measurement. It is dated, signed and published.
